Incentives

• Opinions differ on whether yet more taxes are needed. Redistribution is the only strong argument for it.

• Higher tax rates increase avoidance of tax, and can reduce tax revenue. Nowadays, it is only at low incomes that rates may be so high that they have reduced net revenue.

• But avoidance (often lawful) may be and become a serious issue.
